    Google Translate Disclaimer

    The Maryland Department of Information Technology (“DoIT”) offers translations of the content through Google Translate. Because Google Translate is an external website, DoIT does not control the quality or accuracy of translated content. All DoIT content is filtered through Google Translate which may result in unexpected and unpredictable degradation of portions of text, images and the general appearance on translated pages. Google Translate may maintain unique privacy and use policies. These policies are not controlled by DoIT and are not associated with DoIT’s privacy and use policies. After selecting a translation option, users will be notified that they are leaving DoIT’s website. Users should consult the original English content on DoIT’s website if there are any questions about the translated content.

    DoIT uses Google Translate to provide language translations of its content. Google Translate is a free, automated service that relies on data and technology to provide its translations.     DoIT provides Google Translate as an online tool for its users, but DoIT does not directly endorse the website or imply that it is the only solution available to users. All site visitors may choose to use alternate tools for their translation needs.     Maryland Developmental Disabilities Administration’s Standing Committees

    The DDA routinely partners with stakeholders for a variety of standing committees.

    Currently, the DDA is seeking volunteers for three committees: Transition Advisory Team, Mortality Quality and Review Committee and the Quality Advisory Council.

    Transition Advisory Team (TAT)

    The Transition Advisory Team provides information and guidance to the Maryland Department of Health related to the state’s transition plan to comply with the federal Community Settings Regulations. The group includes program participants, family members, self-advocates, and various stakeholder organizations such as People on the Go, the Maryland Developmental Disabilities Council, the Maryland Center for Developmental Disabilities, Disability Rights Maryland, The Arc of Maryland, the Coordination of Community Services Coalition, and the Maryland Association of Community Services (MACS).

    The Community Settings regulations address several sections of Medicaid law under which states may use federal Medicaid funds to pay for home and community-based services (HCBS) including the DDA waiver programs. For more information, visit:

    The TAT committee meets monthly and quarterly at DDA’s Southern Maryland Regional Office in Laurel, MD.

    Mortality Quality and Review Committee

    The Mortality Quality and Review Committee was established through​​ legislation to review deaths of developmentally or intellectually disabled people​ in Maryland. Members ensure that DDA-funded agencies and facilities are following COMAR regulations, guidelines, policies and procedures regarding these deaths. The committee also reviews death cases from the Behavioral Health Administration.

    The Mortality Quality and Review Committee meets quarterly at the Spring Grove Hospital Center in Catonsville, MD. from 10 a.m. to noon.

    Committee members are nominated by the DDA Deputy Secretary and appointed by the Secretary of the Department of Health. Applicants must be passionate in advocating for better care and better services for those who are living and for those who are transitioning from living to death.

    Applicant requirements:

    1. The available seats are for people with a developmental disability actively receiving DDA-funded services or their family members.
    2. Must be in good standing with no criminal background or illegal substance abuse convictions.
    3. Must declare any conflicts of interest with respect to DDA partnerships and shareholders.
    4. Must commit to attending the meetings to sustain membership.

    Quality Advisory Council

    Quality Advisory Council was established to assist in the review of DDA-related materials, to provide guidance on the validity of information, best practices, feedback on hot topic issues, and to find resolutions. This is an opportunity to work with the DDA in creating, developing and implementing policies, procedures and legislation.

    This committee meets quarterly at PACT, Kennedy Krieger Institute in Windsor Mill, MD. Committee members are appointed for a three-year term by the DDA Deputy Secretary.
    Applicant Requirements:
    1. Must be a client or family member who is receiving DDA-approved services or supports.
    2. Must be in good standing with no criminal background or illegal substance abuse convictions.
    3. Must declare any conflicts of interest with respect to DDA partnerships and shareholders. 
    4. Must commit to attending the meetings because attendance is crucial to sustaining your membership

    Policy Review Team (PRT)

    The Developmental Disabilities Administration (DDA) has a Policy Review Team. The team assists and advises the DDA on developing person and family-centered systems of support policies for people with intellectual and developmental disabilities throughout the lifespan.

    Who can participate? ​​People receiving DDA services, Self-Advocates and Family members. Everyone that participates is treated with respect as a full member of the Policy Review Team. Members are being recruited from the Maryland Supporting Families Community of Practice, the Developmental Disabilities Council, People on the Go of Maryland, and other family self-advocacy groups.

    When do we meet? The Policy Review Team will meet at least ten times per year, and more frequently, as needed. There are no minimum meeting requirements for individual members. While the Policy Review Team members are welcome to participate in all meetings, DDA recognizes that they may not always be able to do so. Additionally, some members may prefer to participate in Policy Team meetings about the topics that are most relevant to them and their families.

    Where do we meet? There are a variety of ways people can participate in the Policy Review Team. Members can share their feedback with DDA and others through in-person meetings, remote participation, or through submitting written feedback. DDA will support self-advocates who are not able to attend and but would like to submit feedback in advance. For Policy Review Team members with computer access, the DDA recommends using the Policy Review Team Google Drive for comments and feedback.
