Maryland Responds MRC Unit Administrators are leaders of their local Maryland Responds MRC Unit. Local Units and Unit Administrators are housed within each county and Baltimore City's local health department.
The decision to activate Maryland Responds MRC volunteers to support a local emergency or public health activity is made locally. The Health Officer serves as the local Unit’s activation authority. The Health Officer (HO) Memo which outlines this local authority was sent out to all Health Officers and Public Health Emergency Planners (PHEPs) in June of 2016 and can be viewed here: HO Memo OPR 16-1 Local Utilization of the Maryland Responds Medical Reserve Corps. A Health Officer’s approval of local volunteer activations enables volunteers to benefit from state liability protections.
