Fugitive James Alexander Norris Jr. apprehended, in police custody
 
Baltimore, MD (August 29, 2015)  James Alexander Norris Jr., 49, has been apprehended and is in police custody. The state hospital patient who had served 23 years in prison on a rape conviction and other charges, was apprehended in Dupont Circle area of Washington, D.C., Friday evening.
 
Norris, who was ordered on conditional release in an April court order, had walked off from a scheduled home visit on Thursday in Prince George's County.
