Public Health Reporting
In order to meet the Public Health Reporting Objective for the EHR Incentive Program and/or MACRA, the Merit-based Incentive Payment System Advancing Care Information (
MIPS ACI), Eligible Professionals (EPs) and Eligible Hospitals (EHs) may register for the Public Health Reporting Objective with the Maryland Department of Health (MDH).
The MDH Active Engagement process is the same for both programs. Active Engagement can be demonstrated by participation in one of the following options:

Note that a single registration is sufficient (there is no need to re-register each reporting period) for the duration of the program. Similarly, a single exclusion letter is valid for the duration of the program.

MDH Capability
Starting 2016, MDH began accepting registrations for two Public Health Reporting measures under Specialized Registry: Case Reporting and Prescription Drug Monitoring Program (PDMP). MDH continues to accept the following Public Health Reporting measures: Immunization (from EHs and EPs), Lab Reporting (from EHs only), Syndromic Surveillance (from UCC EPs & EHs only), as well as electronic transmissions for Cancer (from EPs only).
An eligible professional and hospital must follow the order described below and register for the first measure that is applicable to their scope of practice.

*As of 01/01/2018, the MDH IIS (ImmuNet) is in conformance with the CDC HL7 2.5.1 Implementation Guide for Immunization Messaging, Release 1.5, including supporting Query/Response, acknowledgement messaging, and the receipt of National Drug Codes (NDC) for newly-administered immunizations.
**You may register for the Case Reporting measure if you report any of the following cases to MDH: infectious diseases, birth defects, injuries (intentional, unintentional, occupational), toxicities, poisonings, and lead.

Active Engagement
If you need to complete (or request exclusion letter for) one or more of the Public Health Reporting measures, please follow the steps below to start or continue your Active Engagement.
NOTE: EHs/EPs may not meet the Public Health Reporting measures if they:
- Fail to register their intent (begin active engagement) by the reporting period deadline, or
- Fail to respond to MDH request to start/continue testing (continue active engagement) within 30 days on two separate occasions.
