    Google Translate Disclaimer

    The Maryland Department of Information Technology (“DoIT”) offers translations of the content through Google Translate. Because Google Translate is an external website, DoIT does not control the quality or accuracy of translated content. All DoIT content is filtered through Google Translate which may result in unexpected and unpredictable degradation of portions of text, images and the general appearance on translated pages. Google Translate may maintain unique privacy and use policies. These policies are not controlled by DoIT and are not associated with DoIT’s privacy and use policies. After selecting a translation option, users will be notified that they are leaving DoIT’s website. Users should consult the original English content on DoIT’s website if there are any questions about the translated content.

    DoIT uses Google Translate to provide language translations of its content. Google Translate is a free, automated service that relies on data and technology to provide its translations. The Google Translate feature is provided for informational purposes only. Translations cannot be guaranteed as exact or without the inclusion of incorrect or inappropriate language.     DoIT provides Google Translate as an online tool for its users, but DoIT does not directly endorse the website or imply that it is the only solution available to users.     Bid Information for Talbot County Transportation Services

    Talbot County Health Department is soliciting competitive sealed bid proposals for Non-Emergency Medical Assistance Transportation (NEMT) Services (COMAR 10.09.19) for Ambulatory and/or Wheelchair and/or Ambulance transportation for the Talbot County Health Dept. (TCHD) NEMT Program for services beginning July 1, 2021. 

    Bidders may submit proposals and bids for more than one of these three transportation services. TCHD reserves the right to make multiple awards as the result of this solicitation. 

    Proposals, Bids, and required forms presented in duplicate, must be received by our office by May 27, 2021 by 3:00 pm. The solicitation and bid forms are available May 6, 2021, are available below and on the eMaryland Marketplace Advantage (eMMA) procurement website, BPM023358. 

    The bids and proposals will be opened on or about May 28, 2021 at 10:00 am at Talbot County Health Department, 100 S. Hanson St. Easton, MD.

    Question: 
    I have a question in reference to Section C. Scope of work...In this section it says that "Mileage must not be billed for more than one NEMT Program participant in a vehicle at the same time."  Does this mean a participant and attendant and we could not bill for their attendant?  Or does this mean several participants riding together in a vehicle and we can only bill for one of the participants miles?

    Answer: 
    This section refers to billing for mileage, not for the trip.
    1.) Since the participant and the attendant ride together, the  program will not pay for the mileage for the attendant, only mileage for the participant.
    2.) If more than one program participant is in the vehicle at the same time, the mileage cannot be charged for each additional participant riding.  Duplicate mileage for the additional occupants in the vehicle is considered by the program to be inappropriate billing practices.​

    Question:
    So to confirm if DCS picks up 10 individuals for a trip to the same destination this would only be billed for 1 trip?  

    Answer:
    If 10 approved participants and 1 approved attendant are riding all to the same place for 15 miles, that's 11 trips, but only 15 miles.  You cannot charge for the 15 miles for each participant (or for the approved attendant).   In this scenario you'd invoice us for 11 trips and 15 miles.   If you look at the bid sheets, there is a place to note your requested rate per trip, and then your requested rate per mile.​

    Question:
    So we would structure our bid to get paid both by trip and miles?   

    Answer:
    The bid sheet has a space for you to list a fixed rate per trip and a fixed rate per mile.  If you choose to only propose a fixed rate for one of these, that would be your choice.
    We would still need you to track and report both  mileage and trips as this is required by the program.​

    Question
    What is the current rate for the ambulatory vendor for Talbot's NEMT program?

    Answer
    The current rate paid to the Talbot NEMT vendor for ambulatory and wheelchair services combined  is $7,883/month under a flat rate contract.
    As noted in the RFP,  the NEMT program will no longer contract for services at a flat rate.  
    Bidders should provide their rates as per trip and per mile, as indicated on the required bidding sheets provided.​
